The University of Lucknow was the first in the country to recognize the importance of the study of Public Administration and to institute specialized courses. In 1945, it started a Post-Graduate Diploma Course in Public Administration under the Department of Political Science.
The seminal decision for the creation of an independent Department of Public Administration took final shape in 1963 — emerging from the folds of its mother discipline Political Science, to carve out an identity of its own.
A pioneering institution in the country and one of the few to provide teaching, training and research in Public Administration the Department has since its inception been running, Masters Programmes and Diplomas in Public Administration and related fields.
The Department has a long tradition of providing training, both induction and in-service, to government officials of different levels on various aspects of Public Administration. It is a pioneering institution in northern India, particularly in Uttar Pradesh, where teaching, research and training in public administration and information management is provided. The Department also undertakes evaluation of various government programmes and also provides consultancy. 
It has well-established international linkages with an exchange of scholars for higher training and research. It also has the distinction of being the first Department in India for providing courses in Public Administration to senior teachers of the country.
From time to time the Department has organized seminars, workshops and symposia, which have been attended by academicians and experts from all over the country and has undertaken a number of research studies which have been sponsored by various agencies both national and international.
Brought to its present enviable heights through the undaunted efforts of Professor R.B. Das and Professor D.P. Singh and others who served the Department as its Head, the achievements of the Department constitute a long list.
One of the special features of the Department is its well-equipped library with textbooks and reference material in Public Administration. It has about 32,000 volumes. The library has its own reading room where textbooks and reference material can be consulted. Efforts of the faculty contributed to the launching of the Department Bi-Annual journal since 1995-96, entitled DYNAMICS OF PUBLIC ADMINISTRATION (Print ISSN 0975-3907, Online ISSN 0976-0539).
The Department is located in an independent campus of the University on the bank of the river Gomti. The Department has its own Auditorium, Conference / Seminar Hall and Computer Laboratory with audio-visual aids. 
Keeping pace with the demands of the time, the Department launched Self Financing PG-Diploma in Human Resource Development, and Masters Degree in Hospital and Health Care Administration, Masters's Degree in Rural Management, and M.Phil,   enrolling more than 1200 students till date. The Department also offers degrees in PhD and D.Litt. Students have found placements in both the Public and Private sectors. Defence personnel have lately formed a special student section in all the courses run by the Department. A separate library for the self-financing PG-Diploma Courses has been created to cater to the requirements of the students. The Library has more than 2000 books on its shelves.
Besides the above the Department has successfully conducted 14 Refresher Courses in Public Administration under the aegis of the Academic Staff College, University of Lucknow; has initiated the holding of Professor R.B. Das, Professor S.C. Singh and Smt. Sumarti Tyagi Memorial Lectures every year and awarding of Smt. Sarala Bhatnagar, Dr. R.S. Gopal and Dr. Virendra Swaroop Gold Medals to meritorious students.

Atal Sushasan Peeth

Atal Sushasan Peeth was established in the memory of former Prime Minister of India Bharat Ratna Late Atal Bihari Bajpayee ji, by the Government of Uttar Pradesh, Government Order No. 57 / 2019 / 774 / Seventy - 4-2019-33 ( 4 ) / 2018, dated 16 August 2019. The operation of the bench started after Lucknow University, Lucknow gave its approval by the Executive Council meeting dated 20.03.2020. The main objectives of the Chair are as follows: 

  1. To promote research work on various ideas in the field of good governance.
  2. To encourage research work on Atal Ji's ideas related to good governance.
  3. To analyze the thinking and work practice on improving the administrative culture for good governance.
  4. To ensure the compilation, analysis and publication of Atal Ji's speeches, articles etc. 
  5. To assess the role of good governance in the context of social change. 
  6. To organize lecture series from time to time on the leadership and work of Atal Bihari Vajpayee. 
  7. To organize seminars on various aspects of good governance. 
  8. To organize training programs on various aspects of good governance.
  9. To carry out various types of studies and research work in collaboration and coordination with institutions at the global, national and regional levels working in the field of good governance.

Centre of Excellence

In the field of Higher Education for quality accretion and to develop higher educational institutions as the best centre, the Center of Excellence Scheme is being run by the Higher Education Department. This scheme is running in all State Universities. The main objective of this scheme is to develop the selected department/ departments of the universities in the form of a Center of Excellence so that the department can develop and function in its best form.. Under this, educational quality has to be established in the marked thrust areas so that the research findings/products can be used/consumed for the development of society and the nation. To contact the discovery of new Generic areas, promotion and funding, research institutes in Universities etc. and to use the assistance received from it in research work of universities. After receiving excellence in the concerned department of the universities through the Center of Excellence Scheme, equipment/labs and ideas etc. in the field of research work, division will be utilized by the students/teachers of other universities. As well as guidance in the field of university excellence will also be received. This scheme will develop higher education institutions as a centre of excellence.
 
Under the aforesaid scheme, the proposals received from the State Government and Universities are being examined by the Expert Panel constituted at the Council level. After that, the proposals are referred to the government for financial sanction.
 
It is a matter of great pleasure that under the Center of Excellence Scheme of the Higher Education Department, Government of Uttar Pradesh, Dr. Shrdha Chandra, Asst. Prof in the Department of public administration was allotted   ₹ 5,00,000  for research work on the topic "Crime against women & Role of women police: A case study of western Uttar Pradesh Via letter no - 66/2019/1869-4-2019-49(24)/2019 dated 26-12 - 2019 for the financial year 2019-2020 and it was extended for the next financial year 2020-21.
Dr. Chandra again got this project through the letter no - 91/2021/2095/70-4-2021-04(17)/2021 dated 11-10-2021 with the budget of ₹ 5,50,000 for research work on the topic  "Role of PHC/CHC in Women's Health Care (A Comparative Study of Hilly and Plain Areas) for 2021-2022.
Under this project, various seminars, lectures and fieldwork were conducted in the department on the above subjects.
